A non-profit corporation, Houston Business Development, Inc. (HBD) serves as a catalyst in stimulating economic growth and revitalizing communities throughout the city of Houston, Texas. Empowering small businesses to grow and create jobs, which in turn will help build strong neighborhoods and communities, is our primary objective.
As a non-bank, community lending organization, HBD has served as a catalyst in providing aspiring entrepreneurs and small business owners with debt capital and access to an array of resources to start and/or expand their businesses. Since inception, the corporation has loaned over $29 million to small businesses in Houston and leveraged approximately $37 million from private sector lending institutions, resulting in nearly 2000 jobs being created for low-moderate income citizens.

The year was 2006, as newly named District Director of the US Small Business Administration, San Antonio, District; Mr. Alvarez was tasked with a daunting responsibility of accomplishing more with less. Essentially, he had to find new ways to meet and expand district goals with a dwindling budget and a bare-bones staff.
Being the only District Director who as a businessman had received many awards from the SBA, and having served on the SBA National Advisory Board, Mr. Alvarez had earned the confidence of Washington, DC.
After all Mr. Alvarez had always prided himself on being an agent of change. Having this unique opportunity with the SBA, he enthusiastically embraced the challenge and began to find new and innovative ways to increase loan production in light of budget cuts. With his reputation as an award winning franchisee and entrepreneur, Washington allowed him to conduct research and find innovative new ways to move the SBA into the 21st century. Immediately, he created the “Entrepreneur Lender” format.
